Question : Cannot enable "Server Certificate" under Secure Communications in IIS 5.0

I have installed Certificate Services on the Exchange 2000 Server. The certificate has been generated, as I can see it if I go into the Certificates snap-in. However, when I attempt to setup a Certificate request by going to the Internet Information Services >> website >> properties >> Directory security .... i do not have the option of clicking any of the buttons under Secure Communication. Any ideas on what I am doing wrong or if I have missed a necessary step that allows me to access the "Server Certificate" button?
