Question : Windows XP - Short Cut Icon

I have a windows xp pro computer where all the shortcut icons have both an up and down arrow in the lower left hand corrner of the icon.  Usually there is only an up arrow there.  What does this double arrow thing mean?

the icon is set for offline syncing. open windows explorer and go to tools folder options and the last tab is offline files. here you can select what and when they are synced.
