Question : Unable to access ODBC through a citrix connection

I have a situation where domain administrator is successful in utilization of ODBC drivers.  However, when a lower security level attempts to double click on the ODBC icon in the control panel, I receive an error message:  "ODBC can't load resource\SERVERNAME\system32".  There are no profile restrictions on any folders.  No security that would hide or make these files unavailable (to my best understanding).  Furthermore, I suspect that the message implies that it is attempting to; however, there are some dependency dll's that are not available and THAT is the basis of the error message.  I'm deducing this because of my efforts in the past where I would attempt to install a dll and some of the dependency dlls weren't present, I'd get a similar message from the regedit tool.  Please keep in mind that the files ARE in fact present, this I deduce because of the experience of success when logged in as ADMIN.  AT this point, the only success I'm able to achieve is by having the users included as admins which may work for a SHORT period, but it can NOT be a permanent solution.
