It depends on the format of PST file. If you are using Outlook 2003 format PST, unicode, the size limit 20 GB. If you have copied Outlook 2002 PST file to Outlook 2003, the format is ansi and limit is 2 GB.
So to answer your question directly, no, there is no program limitation if your outlook.pst or archive.pst grows to 1.5 GB. But the larger the PST, the more likely it will get corrupted. Gmail reads and writes to the file all the time. I always advise users to keep the PST below 1 GB for operational reason.
