Question : Have setup 2 Netgear fvs318v3 vpn, Dropping packets after network share is setup, desktop locks up

I have setup a Netgear Fvs318v3 (firmware upgraded) vpn connection to another Netgear fvs318v3 (frimware upgraded, both the same). The tunnel is up and running however in order to make the tunnell function I have the MTU size set to 900 (on both sides). This allows me to setup a network share and see an available folder. When I try to drag the folder out to the desktop it freezes the desktop and the log file in the netgear says iy is dropping packets. I have tried normal mtu of 1500 and you can ping but can not connect.
The remot location is useing highway service and a cisco router configured as a bridge or straight through and the central location is a t1 line useing cisco, as well. there is nothing in between the two netgears, they go netgear to netgear.
