Question : Remote control user sessions in terminal services

I have a power user on my terminal server network that I would like to provide with the ability to remote control user sessions via the Terminal Server Manager.  Is it possible for me to provide him w/ this ability w/out having to make him a local administrator on the Terminal Server?  I basically want him to be able to provide tech support for a specific application, nothing else.

Enable Allow remote assistance on the terminal server if it is not already.  Have the users send the remote assistance request to the power user from within the terminal session (start/programs/remote assistance).  The user can specify how the session will be handled.  When the power user within their terminal session receives the request and runs it, they will be within the users' session without the need to alter any permissions or assign new rights to the power user. They can then also chat within the assistance session.
