Question : Applying transform to Office 2003 deployment in group policy

I'm trying to install ONLY Outlook 2003 to a previous full installation of Office 2000 using group policy.  I've installed the Office 2003 resource kit and created the transform file to just install Outlook (in the install section I've set all other options as 'not available').  I've then applied this transform file in the modifications section of the policy.  The mst is in the same folder as the msi by the way if this makes any difference.

The trouble is the full Office 2003 suite is installing!  The transform does seem to be appllied in part, with regards to removing shortcuts etc, but the full install is still taking place.  

Any help appreciated!

It was the "Do Not Migrate Previous Installation State" option.  Apparently this takes priority over Office itself trying to be clever with your install.
