Question : outlook "You have new mail" notification pop up

OUTLOOK 2000, THE OPTION TO HAVE A POP UP NOTIFICATION WHEN YOU HAVE A NEW MAIL HAS BEEN DISABLED SO IT SHOULD NOT POP UP. HOWEVER IT IS POPPING UP EVERY NOW AND AGAIN. THERE DOESNT SEEN TO BE A PATTERN ON WHEN IT COMES UP EITHER.
