Question : Installing windows deployment services (WDS) fails

Hello Everyone,
I am having very frustating problem when trying to install WDS on a 2003 SP2 member server. I have successfully installed WDS on a server in central office and had absolutely no problems. So you would think that the second one would be a peice of cake.
I have installed the WDS service on a 2003 SP2 member server and it fails when I try to configure the server for the first time with errors in the application event log see below:
Event Type: Error Event Source: WDSServer Event Category: WDSServer Event ID: 513 Date: 12/14/2007 Time: 4:29:30 PM User: N/A Computer: LABKUP02 Description: An error occurred while trying to initialize provider BINLSVC from C:\WINDOWS\system32\binlsvc.dll. Windows Deployment Services server will be shutdown. Error Information: 0xC1050702
And in the system event log: Event Type: Error Event Source: Service Control Manager Event Category: None Event ID: 7024 Date: 12/14/2007 Time: 10:50:39 AM User: N/A Computer: LABKUP02 Description: The Windows Deployment Services (WDS) Server service terminated with service-specific error 3238332162 (0xC1050702).
I have found several other threads and they all say to check domain comunication problems such as DNS and run netdiag and all come up clean. Another option was to start the services with a domain account that has authority to make changes in AD. I have tried all of these to no avail. Any help would be appreciated.
