Question : Right Click has Slow Response

My OS is XP Home Ed. SP2. CPU AMD Athlon XP 1533 MHz.  1.5.GB memory. I've recently been experiencing 8-12 secdelays in accessing context menus for files. The delay doesn't seem to be specific to just the desktop. I have seen the other solutions to this problem and have used ShellExView to disable virtually every non-Microsoft Context Menu entry. This led to no improvement.
I have tried disabling services using msconfig and done a safe boot. Still no improvement.
There is no delay when right clicking on folders. There doesn't seem to be any pattern as to what type of file displays this behavior. In fact, the same file will sometimes respond instantaneously while at other times it will take the usual 8-12 seconds.

What is causing  this behavior and how do I get rid of it.
