Question : Blue Screen of Death -- Computer Barely Boots

Have a Dimenstion 9100 with DVD reader, CD-R, 160GB Sata HD running XP. Computer boots to XP splash screen and then get Blue Screen. USB only keyboard and mouse stop working at that point also. Cannot run chkdsk or anything else for that matter since keyboard and mouse stop working. Tried researching problem and found: "The NTFS_FILE_SYSTEM bug check has a value of 0x00000024" as the error code on the BS is: STOP 0x00000024 (0x00190203, 0x86f6ccao, 0xc0000102, 0x00000000)
Instructions on BS also say to uninstall and anti-virus, disk deframentation software, etc.....but since I cannot get to the hard drive, can not be done. I did unplug the DVD ROM and plugged in a spare IDE drive I had (Windows ME on it) and that allowed the computer to boot up and operate just fine.
