Question : Backup Exec - System State and Utility Partition Question

I am using Symantec Backup Exec 11d. When I backup the Utility Partition and the System State I only see byte count but it doesnt say it backed up any files, and only 1 directory for System State. Is this normal? If not, what am i doing wrong?
Windows Server 2003
