1. My experience in DW MX is a bit foggy so please forgive me if this is not correct. But,,,, it should be available on the menu bar through Insert > HTML > Head. If not you can add both manual by switching to 'code view'. When looking at your code near the top you will find a number of lines of code that are between a and a tag. This is called the "Head Section"... obviously.
In this section you will also see your
tags. Drop a line below this and use the code like the following:
For Keywords:
Seperate your keywords with commas, and you can use multiple words (phrases) between the commas.
For a Description:
2. Method above. What a description should be will be based upon what that page is about. Think about it like this, if somebody to ask you what is on this web page, what words would you use to describe it to them? I always keep this under 225 characters. And.... descriptions should be unique for every page.
What's the difference? Back in the days when the Internet was in primitive form, keywords were the primary source of how search engines determined who ranked the highest in search results. It is not that way now, and most engines even ignore them because this became an easy exploit. I still include them because they do still factor at undeveloped search engines, and can assist if you use a some embedded site search tools.
3. The use of the multiple domains is beneficial for catching searches for those specific criteria, but if the contents of the various mortgage sites is going to be replicated, this is not good as redundant content will get you a strike. If your initial intent is buy up some phrases, I would again advise multiple landing pages on a single domain. It adds to your content and makes your single site appear more relevant than multiple smaller sites.
If you use multiple sites, the best linking practice in my opinion would be simple keyword rich anchor text links from the home page. So for example, a link to your badcreditlenders from a mortage site, would be the words Bad Credit Lenders. There is no penalty as long as the sites are different. Linking back and forth between redundant sites with different URL's is very frowned upon.

Descriptions on the other hand actually display on some search engine results and boost relevancy for specific search criteria.
