I've uploaded an example of what I described using your jpg as background.
On the left of the Visio drawing window, you should see a stencil containing various shapes -- this is one of the stencil that came with Visio. If you don't see it, it's probably because I'm using Visio 2007 and you're using Visio 2003 -- it's possible that the stencil I found isn't included with 2003. It doesn't really matter either way I don't think, because you said you have your own aircraft pcitures.
In any case, you'll find three movable aircraft on the drawing that I put there. If you click once on one of them, you'll see a set of control handles that allow you to resize the shape (refer to image below). The round handle at the top let's you rotate the image -- just click on that handle and move the mouse. This is standard behavior for shapes in a Visio drawing.
NOTE: For historical reasons, Experts Exchange doesn't allow upload of Visio files (*.vsd), consequently, I changed the file extension of the first attachment below to .txt. After you download the file, change the file extension back to .vsd and you'll be able to open the drawing with Visio.
