Question : Event ID: 10000 Unable to Start DCOM Server

Unable to start a DCOM Server: {73E709EA-5D93-4B2E-BBB0-99B7938DA9E4}. The error:
"Access is denied. "
Happened while starting this command:
C:\WINNT\system32\wbem\wmiprvse.exe -Embedding


I receive the error message above and I have tried everything in the book.  Searched the web and tried the Microsoft recommended steps as well as many others found across the web, but I continue to get this error message logged.  Please help with resolving this or please shed more light on why this is happening.  I am not a DCOM expert so I am turning to you guys.  Thanks.
