Question : Exchange cluster 2003 SP2 : SMTP Virtual server Instance 1 : The ISAlive check for this resource failed

I have a new exchange cluster 2003 on windows 2003 SP2. I noticed that the smtp virtual server fails and cannot come up on line.
On the Event viewer it says SMTP Virtual server Instance 1 : The ISAlive check for this resource failed.
I check the technet article that talks about the Virtual server IP and the IP under protocols but the IP is the same.
Also the IP for this Virtual server is unique and there is no conflict with any other IP.
Any ideas?
