Question : Cannot Find Server

I am running Windows Me with Explorer 5.5.  I connect to the Internet using a cable modem LAN.  I can connect to most websites but specifically, I cannot connect to IP 164.109.42.55 (banking site) or to www.msn.com plus some others.  My ISP tells me that my Internet connection is working.  When I do a Winipcfg, I get the following:
Adapter Address: 00-01-02-72-D3-C9,IP Address: 204.210.134.0
Subnet Mask: 255.255.248.0,Default Gateway: 204.210.128.1
When I do a ipconfig/all, I get:
DHCP Enable: Yes, IP Address: 0.0.0.0, Subnet Mask: 0.0.0.0, DHCP Server: 255.255.255.255, Ethernet Adapter: Description, PPP Adapter, Physical address, 44-45-53-54-00-00, DHCP Enabled, Yes, IP Address: 172.152.53.127, Subnet Mask: 255.255.0.0, DHCP Server: 255.255.255.255

I ran w2Fix but problem still there.  I ran tracert on bank IP and it showed a Request Timed Out on the 18th hop.  I would appreciate any help.
