Question : Need a cluster in Exchange 2007

Hi. We are about the migration to MS Exchange 2007.

Is it correct, that with Exchange 2007 I can not build an active/active configuration? If so, is there some way to build so:

Two offices, one exchange server per office. Users in first office work with storages of there server, users in second office work with storages of there server. Full copy of all mail is stored on every server. If failover occur, all users start working with the second online server.
