Question : How to delete locked Windows install folders?

Hello,
I have a couple of mystery folders with long code-like names on my drive, which I believe might be the result of an aborted Windows XP installation. Here's what they look like: http://www.alta-publishing.com/folders.htm
I would to delete the folders, but they seem to be locked. Even my East-Tec secure erasing application can't get rid of them on a re-boot.
Anyone know how to get rid of these folders? Not a big deal really, just a housekeeping problem. Thanks!
