Question : Boot Disk in Ghost will not accept a Static IP Address

I have a Windows XP box with Ghost Solutions Suite 2.0 loaded on it. (Ghost v 11.0)
It is connected to a hub and not further connected to any network or DHCP Server. It has 192.168.20.70 as it's IP address. There are only 3 computers on this network. Computer 2 is a Windows XP box with 192.168.20.1 which has the older Ghost Suite 1.0 (Ghost v8.0) loaded on it. I can ping between both computers.

I use the network boot diskette to create a boot disk for a Dell GX620 with a Broadcom Extreme 57xx network card. I ask for a static IP address for 192.168.20.60. I have verified the disks that are created has the tcp configuration file in on ghost boot disk 1 - with all the proper settings.

No errors when I boot machine 3 with the ghost boot disk. Ghost runs and I go to multicasting... when loading the IP configuration I get an error 19913 Unable to Find DHCP server.

What does work -
I should point out that this is the first time I am trying to use this version of ghost. I can use the Ghost Suite 1.0 to create boot disks and boot and connect  this computer (computer 3) to the older ghost server without any problems at all.

What I have tried -
1) creating disks with other versions of the network card driver - doesn't load the network card.
2) went the symantec.com and found only one mention of error 19913 which says to check for network bootable devices. I did and all BIOS devices that are network bootable are turned off. Also says to try msdos but for other reasons I can't use that.
3) I used the network driver files from the old ghost boot disks and copied them to the new ghost boot disks.  Network drivers load, but the error remains the same.

The majority of my devices are Dell gx620's so if I can't get this to work I'll have to go back to old Ghost version that works fine.

The version of ghost solution suite 2.0 I was using had disabled features. Downloaded the most recent version after speaking with symantec tech support.
