Question : Exit Script

We want to recognize that a person has exited a website and to show a screen "Thank you for visiting. If you would like us to keep you informed about this site, sign up for our nesletter here" Then inlcude an opt-in newsletter signup.

I've seen it done one on some sites but for the life of me, can't remember where and under what circumstances it works.

Any ideas welcome.
