Has anyone experienced this before?

Consider reducing the IO load on the system or choose a shadow copy storage volume that is not being shadow copied.

I found this which has a hotfix but not sure if I understand what the problem is.

Exactly what it says.. Either change the location of the snapshots to another drive that isn't being shadow copied.... or change the time in which shadow copies are made to a time when the server isn't being used as much.... off hours.
This message can sometimes be generated when backup exec is backing up the server, using ms shadow copy client...during the same time when shadow copies are being created.
