Question : How do you restore deleted Recycle Bin to desktop

Background: Crashed system. Had to delete Norton Utilities 2.0 & reinstall. It left recycle bin useless with a nonsense icon on desktop. I deleted this icon. How do I restore the Recycle Bin to the desktop?? I'v tried MS knowledge base (no info), MS online support (unable to get through) & books on the registry (no info).
