Question : Vista has started to not allow me to run .exe files.  How come?

I have several icons on my desktop which are intended to start programs.  Now, whenever I click on one, Vista reports back that, "ProgramXYZ.exe has stopped working".

Have I done something to prevent all .exe files from running?   Where can I look for this type of setting?
