Question : Create my own browser

Just want to know is there any tools for Browser development, what I mean is not the method for customized the IE but to create a new one, can anyone help me?

I have written a custom browser using Delphi 5 for an internet vending kiosk product my company is marketing. If you know Delphi a little then it's really easy. Doing the new artwork for the buttons etc. is most propably the hardest work initially! I guess any language like VB or C++ could be used.
