Question : Adding a button to Outlook 97-2002 using a script?

First of, I must preface by saying I wish I had more points to offer, but I do not.
I need to add a button to the standard Outlook Toolbar on everyone's computer on a network. There are various versions of Outlook (bad, but not me fault) so if we can only get it on 2002 I will be happy. I want this button to open a form that I created (I have not created it yet) that will just send a message to "HelpDesk" with a subject of "New HelpDesk". They can then edit the message as needed.
Can someone tell me how I would do this either using Exchange 5.5 or (How I would think) using some sort of script that adds this button to everyones toolbar. Thnx in advance for help. /Atropa
