Question : Can't send email in Outlook but can receive

As of about 24 hours ago, I can no longer send email with Outlook2003. I get the error code 800CCC13.  I've reinstalled Outlook to no avail. I can receive messages.

What's weird is that if I delete the Outlook window and relaunch it, it will send the messages in the Outbox that first time but not again until I kill the window again and relaunch it.
