Question : Sharepoint Alternative

I am looking to build a custom "Sharepoint" workflow page for my accounting dept. But I dont have 2003 server yet. Is 2003 a requirement? My main question is though. I want to be able to move an approved form from one folder to a protected folder via a drop down box. Lets say my account puts a pdf out on the server through a upload function via a web browser gui. She then emails the PMs stating they need to approve the pdfs. The PM approves the pdf and clicks a drop down box to move the pdf into a protected folder that I will have set up for them. The only thing I can think of and I am not really sure if this is possible - Is there some soft of move function for standard users through a web portal?

Well now that you know you can put it on Server 2000.... you should know that you don't want to use Dreamweaver to edit it.... you really MUST use FrontPage... however, knowing that most people don't like FrontPage and feel that it's amateurish... download and install the new SharePoint Designer 2007 Beta2 (which is the FrontPage replacement). You can only use these tools because they work with the SharePoint extensions.
