Question : Configuring IIS SMTP Mail Server around blocked ISP port 25.

I have a development machine that I need to configure an SMTP server to run on.
My problem is that I know my ISP blocks port 25.
How do I configure IIS SMTP Mail Server around this?

Currently all my sent mail gets stuck in the Queue folder, but I believe this is because port 25 is blocked and until I get around it, it will remain in the Queue folder.

Well, what do you know. I have found the solution.

Under "Delivery -> Advanced" I put my ISP SMTP Server as the Smart Host.
Then under Outbound Security I used Basic Authentication and put in my ISP SMTP username and password which my ISP provided me with.

And all works fine now, all of my Queued messages have been sent successfully.
