Question : Problems with ActiveX message and disappearing logo in Outlook Signatures

Recently some of my users started setting up signatures in Outlook which contain our logo in a JPG format.

I am an admin and have never had a problem. The rest of the users are Domain Users.

The Domain Users are able to create a signature without problems, but when they send a new email and the signature tries to populate the email, a message pops up saying that the security settings do not allow ActiveX. When this happens, the signature gets added, but the JPG is missing. All that is there is an empty border and a red x.

I figure that this is a domain policy issue but I have not been able to figure it out in Group Policy settings on our Windows 2003 Server which also acts as our exchange server.

Any ideas?
