Question : Critical Error: SQLAgent is not allowed to run. in SBS2003

Hi Experts, I am new to using a server platform so I'm not sure what to think of this error. Each day I see a crtical error in the log file "SQLAgent$Sharepoint is not running".  When I try to start it manualy I get a responce of "SQLAgent is not allowed to run." I have followed the link to microsofts web site, but it says no further information is available. I have noticed a few problems lately which may or may not be related to this error such as aplications hanging or in one case a  shared data file became read only while it's aplication was running on a work station. No other user was connected to the server at the time.
