Question : Office 2003 installed w/ gpo Outlook fails - Event ID 1004

We are upgrading Office 2000 to Office 2003 via AD assinged GPO. The problem is that when a non-administrative user logs on Outlook fails with the following message:
After an administrator logs in, the user can then use Outlook w/ no problem. It also fixes the problem if the users profile is blown away before launching Outlook for the first time.
