Question : Windows XP Professional Shutdown

I have an occasional shutdown problem with a Dell Dimension E510, Windows XP Professional.  When attempting to Turn Off the computer, nothing appears to be happening for an extended period of time.  The desktop remains, and a message stating that the system is shutting down appears when trying to open a program.  Eventually the "Logging off..." screen appears and hangs for another extended period of time, followed by the "Windows is shutting down..." screen which does the same thing.  Eventually the system shuts down and then restarts by itself.  After that the system shuts down normally.  What can cause this?
