Question : Windows Server 2003 Enhanced Secuity Mode Problem

I am running a Windows Server 2003 with Terminal Services.  This server is running in Enhanced Security Mode.  We are having some issues with the Enhanced Security Mode not working right.  Currently is the Enhanced Security Mode is on I cannot add web sites to the Trused Zone, nor can I install any software.  I am using the administrator accout to do this.  If I turn off Enhanced Security Mode it works just fine.  Thsi just started about a month ago.

what doe sit mean "you can not do it"? do you receive any message box trying to do it or what?
