Question : Administrative Tools access denied

Working on a Win2K3 server - member server of a Windows 2003 domain - native mode.  Lost access to Administrative Tools.  Access denied no matter how I try and open it.  

I'm logging in with the admin account and a new admin account recently created.  Both are in the local admins group.  

Can open eventvwr and cmd - but nothing else works.  No errors in Eventvwr relevant to problem.

Any suggestions?
