exchange 2007 mailbox server install fails with"Access to address list service on all Exchange 2007 servers has been denied"

I am installing exchange 2007 on a new win2003 64b server in a domain with exchange 2003 and all goes well until it is installing the mailbox server when i get the error "Access to address list service on all Exchange 2007 servers has been denied" and the install falls over

can anybody help please
