Question : Limit mail delivery to users

I have someone who would like to limit email delivery (from both internal and external senders) to a certain couple members of staff due to them being seconded to another company during these times. They're looking to restrict email delivery to 3 people from 09:00 to 17:30 but I'm not sure if Exchange 2003 is capable of doing this.
Is something like this possible or would we simply have to restrict access to the Windows account for each of these users during these times?
Any advice appreciated.

There is no native way to control the times during which delivery is allowed to certain mailbxoes, nor is there any way in Exchange to configure hours of access when mailboxes can be opened. You'd have to do it as you said, via account restrictions.
