Question : How do I run eseuti on exchange 2003?

I am unable to mount mailbox store, getting error c1041724. How do I run eseutil (do I have to disable all exchange services?) on the database? Do I go to the directory and enter the command? Please direct me step by step if possible. I am stuck and need help. The drive has plenty of room so that is not the issue. Exchange 2003 server.
