There are a number of companies that provide the full service of not only finding the potential link partners, and their email addresses but also sending them an email and following up on the request itself.
You may want to be careful of doing link exchanges though. Google's algorithm has specifically targeted reciprocal link exchanges and the value from those greatly varies, depending on who you are linking to and the quality of their link profile. Generally, one-way links are going to serve you better.
If you're only interested in collecting email addresses and have a list of these websites already, any one of the email extraction programs available online can do the job. Be careful though, since this would still count as unsolicited email aka SPAM
