Question : companyweb/RWW no longer working

I installed a server last year running SBS 2003 Standard SP2. It was running fine until a SQL contractor somehow blew it up.

I can access OWA but going to companyweb or going to RWW after logging in produces "This Page Cannot be Displayed".

I tried uninstalling and reinstalling Sharepoint per the MS KB article.

I open up IIS and notice that the only things showing as websites are
Default Web Site
Enviroapp (3rd party app)
Sharepoint Central Administration (Stopped)
companyweb

If I try to start Sharepoint C.A. it tells me another port might be using it. I tried changing the port per MS KB article and it still doesn't work. Doing further research tells me that another website "Microsoft Sharepoint Administration" is missing.

No, not at all... it should be set to run as 1.1.
