I have this error, and IBM recommends APAR install, which requires system reboot. My question is what would be the severity of this error? How do you determine that?

Hi John,
The severity would be based on its impact to you. If this is a production server I would call it critical. Your production environment is compromised and you have no effective workaround. However, if you've already contacted IBM and they've recommended a solution you should note in your report that the problem has been independently submitted to IBM and that they are aware of it. Otherwise you'll have a new team of people jumping through the same hoops as did the first.
If this is a development or test server I would label it something lower than critical.
