Question : Exchange 2003 and RDNS recieveing email delay errors

I have 2 Exchange 2k3 servers installed on a server with 2k3; one front end the other backend. SMTP is routed through the backend.
i host my own DNS servers both forwarders and reverse. i have made arrangements with my hosting provider and have setup the correct entries on my RDN server.
Emails are still geting bounced but only by two isp's. AOL and Optonline. i believe my problem is where the qualified domian name located in ESM under SMTP > advanced. a thing we need to note is i host several domains here; although i have created rdns entires for all neccessary domains, do i need to ad rdns entris under the ISP block?
for example i have the following
in DNS under Reverse DNS are the following records 209.164.47.x subnet 209.164.47.64/27
all of my rdns entries are under (209.164.47.x subnet)
Do i need to create entries under the block delegated to me by the ISP?

OK, thank you.
First, your SMTP greeting is wrong on your sending server, you need to change it from vinduvin.com to mail.vinduvin.com - you do that like so -> http://help.block.net.au/SMTP-Greeting.htm
Second, your SMTP greeting is wrong on your other server as well, you need to change it from email01.vinduvin.local to email01.vinduvin.com - using the same guide above.
Third, you have no reverse DNS entries for either of those IP addresses - you need to talk to your ISP and tell them you want a reverse DNS address for 209.164.47.78 pointing to mail.vinduvin.com and one for 209.164.47.70 pointing to email01.vinduvin.com
That looks to be about it - you aren't blacklisted, and you are not an open relay.
Fix the above, and you should be done.
