Question : Outlook 2003 sync issues

This is kind of a weird problem in Outlook 2003. I have a user who works from home by logging in to our terminal services server. User does a lot of work with email. Same user has a PC in the office where everything is accessed locally. Local outlook is set to use cached exchange mode and terminal server is not using cached exchange mode. The problem is this, when the signature or stationary is changed the change does not always carry over to the other. Basically, changes made from terminal server are not updating the exchange server properly or the local changes are not updating the server properly. I am really at a loss on this one, as the problem does not always happen and the user is less than clear about it?
All and any help would be greatly appreciated.

Signatures and Stationary are local settings, They are not kept on the server. Whenever you move to another PC or profile the change has to be made there as well.
