Question : "Start Menu" Change the default color scheme

On Windows 98, When you click on "start", the start menu pops up. I understand that the two colors involved in the "selecting" of an item can be changed through display properties. My question is this: IS THERE ANY WAY TO CHANGE THE COLOR TO THE FAR LEFT OF THIS START MENU (default color blue) THAT BEARS THE WINDOWS 98 HEADING?
