Question : Cisco ASA5510 how to share the internet bandwidth ???

Cisco Gurus,

I'm getting 2 Mbps Internet Leased line and I need to get share the line for two parties.

Share the line as 1Mbps for each and let's say, if party A has allocated full traffic (1Mbps) and B party having low bandwidth usage in that time duration, Party A can get go more than 1Mbps. likewise both parties should be able to obtain the benefit of free bandwidth in 2Mbps pipe.

Each party will be getting two different public IP segments and need to configure that as well.
is this possible and what will be my implementation guide lines ???
