i see on the dc windows 2000 in event viewer on application "error with id 202 licenseservice" what this mean and how i resolve this?

It should tell you in the description of the event what it means ... likely it's missing licenses.
If this is NOT an SBS, and you have enough licenses to fulfill the EULA, you can disable the license logging service on your servers (start with the member servers, PDC emulator last).

If it is an SBS, you have to buy new licenses. SBS enforces the proper amount of installed licenses.
