Question : remote desktop install a program getting an error

I am logged into my remote computer via either UltraVNC or Remote desktop and i can not install anything. my user account has local admin rights and is in the ADmin group, i am not on a domain. this is a workgroup.  I am using Windows xp pro. the error i am receiving is this :

You do not have access to make the required system configuration modifications...."
