Question : "Work Offline" dialog box appears when Windows Explorer 'File' button selected

I use a laptop computer at various clients. One of my clients is in the aerospace industry and their security is tight such that I'm not allowed to even connect my laptop to their network.
PROBLEM: When unplugged from the internet, when I use Window Explorer (not Internet Explorer) and select the 'File' button to create a new folder I get a pop-up window titled "Work Offline" with the message "No connection to the Internet is currently available. To review Internet content that has been saved on your computer, click Work Offline. Click Try Again to attempt to connect."
I'm concerned that there is a new process that feels that it needs to send or receive something from the internet when I run Windows Explorer.
QUESTION: Why would an internet connect be attempted when I am only running Windows Explorer on my local disconnected machine?
I've tweaked my "Internet Options" to "Never dial a connection" and "Automatically detect settings" to no avail.
POSSIBLE HINT: I have a high-speed cable connection with AT&T at my home office.
REQUEST: What is happening and how can I get rid of this bothersome dialog box?

Active Desktop running? Rclick on the desktop-->Active Directory-->if it is checked, click on it to remove the check.
Check for spyware/virus. Spybot is the current favorite utility for doing this, it is free. A lot of people like to run a combo of Spybot and Adaware for better protection, but try Spybot first. You should be able to find it easily with a Google search
