Question : report footer

I have a report called Main report. The main report is consisted of two sub reports. In the footer of the report page I have page number. Problem is that every record should have only page 1 and page 2
So for a record of California I should have only page 1 and 2
and for the record of Arizona I should have page 1 and 2

but when I run the report, it shows Page 1 and 2 for california and the next page is 3 and 4  for Arizona. How can I reset the Page numbers after every two pages
