Question : IE does not open to set home page even after applying regedit and more suggestion?

Hello all experts.
I think that I almost read all the solutions regarding this issue and it seems that registery modification manually or through the givin file by one of the experts had solved this issue except for me. After I ran the reg file I prompted with another error and it seems that if I change the default page it generate new error for that page. For example if I change the default page to
http:\\www.xyz.com then Ie prompt me to download file xyz_com from www.xyz.com.
If someone has any idea please advise. In addition as one suggested I have disabled all addson and no luck and I ran symanted endpoint and supperantivirus on this Dell latitude e6400 laptop (Vista business sp1)
